Sam committed and tested the change yesterday, then checked out main to prepare the release and assumed the work had come along.
Nothing was pushed, and no branch, local or remote, names the commit.
Dev has offered to rewrite the change from Sam's description in chat, so the release would carry an untested copy of it.
